Problem statement
Draft a governmental broadband policy for SA that articulates a vision for SA with regard to broadband and a clear map of the approach going forward.
The solution approach
Minister Yunus Carrim appointed a panel of broadband policy experts to assist the Department of Communications to develop the Broadband Policy for the country. Denis Smit, BMI-T managing director, was a member of this expert group that worked with the DOC and Minster. This group reviewed Open Access Policies globally and studied the various National Broadband Network (NBN) models that were evolving internationally and in peer countries. Spectrum policy and the concept of Open Access Wireless networks were also studied.
Outcomes achieved
The SA Connect Broadband Policy was developed, approved by Cabinet and gazetted as an official policy statement.
